Short answer

Bangladesh taxes imports through a stack of components — Customs Duty, Supplementary Duty, VAT, Advance Income Tax, Regulatory Duty, Advance Tax — that NBR compounds into one figure per product: the Total Tax Incidence (TTI). For FY2024-25, typical TTIs are 37–58.6% for consumer electronics, about 26% for machinery, 100% or more for finished clothing, up to 127.72% for footwear, and 131–183% for cosmetics. The exact rate depends on the 8-digit HS code.

The number that matters is TTI, not "customs duty"

Ask "what is the import duty on X" and most answers quote the base Customs Duty — often 25%. That is not what you pay. On top of CD sit Supplementary Duty (protective, on goods Bangladesh also manufactures), VAT at 15%, Advance Income Tax, and sometimes Regulatory Duty and Advance Tax. NBR compounds them into the Total Tax Incidence, and TTI is the real burden.

A worked example from the official tariff: a knitted cotton t-shirt (HS 61091000) shows CD 25%, SD 30%, VAT 15%, AIT 5%, AT 5% — and a TTI of exactly 100%. Quoting "25% duty on clothing" understates reality by four times.

  1. Inputs cheap, finished goods dear. Raw polymer enters near 10%; finished plastic houseware reaches 127.72%. Essential oils 37%; finished shampoo 183.4%.
  2. Local industry means protection. Bangladesh makes garments, footwear, furniture and tiles — so imports of those carry heavy Supplementary Duty.
